Fax on my eMac won't dial out. The dial tone keeps sounding till the operator requests that I hang up & try the call again

Open Fax & Print, Click on Setup Fax modem, does the next window say Stop Jobs or Start jobs?
Open Console in Utilities, click on logs to show the log lost, look under /var/log>Fax>ttymodem.log, what does it say?

2) The log says:
-efax: Waiting for activity
Activity detected
Waiting: can't answer, can't lock device
Done, returning one (number busy or modem in use)

Good work jp, are you on Dial-up?
Any other phones on the circuit?
If using DSL do you have DSL filters installed?
I'm on DSL with Bell Canada and yes I have my other house phones on the circuit
but they are all filtered including the fax line.
Hmmm, is this a digital line by any chance?
If you unplug the Modem's phone cord, does it still report "in use"?
I don't know if the line is digital, but I have been using it for many years of faxing.
Curiously, the system now sometimes works, sometimes doesn't.
When I unplug the phone cord, I get the message: "the fax device could not
detect a dial tone". This is the same message which I get when the fax is not
dialling out. After a few seconds of dial tone with no dial, the internal modem
window shows a change in status from "Faxing" to "Hold until (5 min. later).
I have plugged out & back in all the phone jacks to make sure the connections
are OK.
One other thought...
Is that Interface dragged to the top of Network>Show:>Network Port Configurations and checked ON?
The Interface that connects to the Internet, needs to be drug to the top of System Preferences>Network>Show:>Network Port Configurations and checked ON.
And drag Internal Modem to the bottom.
I've done that. Built-in Ethernet is at the top (ON), followed by Built-in Firewire (ON),
and Internal Modem is at the bottom. Should it also be checked ON?
Yes, it needs to be ON.
Was Modem on top before?
One other thought I had t ferret this out is to set the FAX Modem to answer on one or two rings, Dial that nuber & see if you here a screech if/when it answers.
1) Yes Modem was on top before.
2) My fax modem is set to answer on three rings. I dialed the number and yes there is
the fax screech noise.
3) My fax device does dial out now, although sometimes with some delay, but
this is acceptable.
